How to check your submission to the previous Cherwell DC Local Plan options consultation

A number of people have asked how they can check what happened to their submission to the previous Cherwell District Council consultation, the Local Plan Part 1 Partial Review Options Consultation (November 2016 - January 2017). There is also interest in reading the submissions of others since many of the points made then remain relevant to the current consultation. Since Cherwell District Council do not make it easy to find and check submissions to the previous consultation, or indeed, to assess the extent to which the current proposals were changed in response to submissions to the previous consultation, we have put together a step-by-step guide.

 

We also recommend contacting Cherwell District Council Planning Policy Team if you discover that your submission to the previous consultation is missing or has been wrongly represented (e.g. summarised wrongly or attributed to another respondent).

 

In order to use this guidance you will need a PDF reader (e.g. Adobe Reader) with the ability to search documents.


1. Where is my submission to the previous consultation published?

a) Go to <http://www.cherwell.gov.uk/index.cfm?articleid=12132>, "Representations to the Local Plan Part 1 Partial Review Options Consultation - November 2016 - January 2017".
b) Download and open "List of representations" PDF.
c) Search for your name (submissions are listed by receipt not alphabetical order)
d) Take a note of the "Rep No" next to your name (e.g. PR-B-1155 -- Begbroke Parish Council).
e) Return to <http://www.cherwell.gov.uk/index.cfm?articleid=12132>.
f) You will see seven PDFs beginning, "Representations to the Local Plan Part 1 Partial Review Options Consultation" suffixed with a range of Rep Nos.
g) Open the PDF in which your Rep No falls (for the above example, that would be "Representations to the Local Plan Part 1 Partial Review Options Consultation - PR-B-1001 to PR-B-1200").
h) Scroll down or search for your Rep No, and the associated link should open your submission (e.g. for PR-B-1155, <http://www.cherwell.gov.uk/media.cfm?mediaid=21278> [PDF]).

2. How did Cherwell summarise my submission?

a) Go to <http://www.cherwell.gov.uk/index.cfm?articleid=9367> (the consultation page)
b) Download and open "Statement of Consultation - Part 2 - Options - Appendix 10 (4.5Mb)", <http://www.cherwell.gov.uk/media.cfm?mediaid=21659> [PDF].
c) The first table reproduces the List of Representations in 1(b).
d) Search for your name. There should be an entry in the List of Representations and a second entry in the body of the document.
e) The entry in the body is how Cherwell DC have chosen to summarise your representation.
f) If you submitted only a postcard, or Cherwell DC think you only submitted a postcard, your representation will likely be summarised as:
"Objection to the building of 4,400 new houses north of Oxford. It is unsustainable. It would make traffic problems much worse. Schools and health services would be overstretched. Open countryside in the green belt will be sacrificed, countryside walks and views lost. Natural habitats of great local importance would be destroyed. Cherwell should challenge Oxford City’s unrealistically high extra housing figures. Objection to areas of search and development in the Oxford Green Belt. It is appreciated and enjoyed by local residents. It helps protect historic Oxford from over development. Green Belt is a permanent designation and should continue to be protected."

(According to Cherwell DC, "A large number of representations received made general comments without following the questionnaire. Over 470 ‘Post card’ type representations were received. There were essentially two versions of the card...")

3. Complain to Cherwell District Council if...

a) your submission is missing entirely.
b) your submission has been summarised incorrectly.
c) you submitted more than one response (e.g. a postcard and a fuller response) and Cherwell DC have only summarised one response (e.g. the postcard).

 

You can complain directly to the Cherwell District Council Planning Policy Team.

4. But how did Cherwell DC actually respond to the 1,225 representations received that generated a total of nearly 6,000 comments?

a) Go to <http://www.cherwell.gov.uk/index.cfm?articleid=9367> (Partial Review consultation page).
b) Download and open "Statement of Consultation - Part 2 - Options - Report and Appendices 1-9 (4.4Mb)", <http://www.cherwell.gov.uk/media.cfm?mediaid=21658> [PDF].
c) Go to page 13, "7. Representations – Summary of Issues Raised and how they have been considered."
d) For each questionnaire question there is a summary of responses and an Officer Response, including, "How the identified issues have been taken into account".
