BYG Response to Cherwell District Council Local Plan Partial Review


The response of the Begbroke and Yarnton Green Belt (BYG) Campaign to the Cherwell District Council Local Plan 2011-2031 (Part 1) Partial Review comprises the following documents:

1. Letter from Richard Buxton Environmental and Public Law to Cherwell District Council Planning Policy Team summarising the main points of our representation including failure to demonstrate exceptional circumstances and failure to ensure lawful consultation

2. Appendix A: Representation on behalf of Begbroke and Yarnton Green Belt Campaign. This is our detailed representation to the consultation as prepared by Richard Buxton Environmental and Public Law. The Representation considers each of, The housing target; Exceptional circumstances; Regulation 18 consultation; Examination of alternatives; The technical evidence base; The SA report; and The Regulation 19 consultation. We conclude that the plan should not be submitted for examination, because it is unsound and based upon an unlawful process of plan preparation.

3. Appendix B: Objections to Policies PR8 and PR9. This objection has been prepared by Railton TPC Ltd on behalf of Begbroke and Yarnton Green Belt Campaign (BYG) following a review of the transport evidence base supporting the proposed housing allocations defined by Policies PR8, Land East of the A44 (Begbroke) and PR9, Land West of Yarnton in the Cherwell Local Plan Partial Review.

4. Appendix C: Email from Councillor Barry Wood (Leader, Cherwell District Council) to Linda Ward (local resident) concerning Cherwell District Council's response to the Kidlington Public Meeting (21 Sept 2017). Councillor Wood contends that in order to fend off speculative applications the Council has to proceed with the Partial Review as currently time-tabled. We believe this position is completely misleading (as described in the Letter from Richard Buxton Environmental and Public Law above).
